Half Moon Lodge #28 has issued 3 different flaps to celebrate the 100th Anniversary of the Order of the Arrow. They share a similar design but have different border colors. This is the second of the three, for Brotherhood.
The stats for this one are:

The PatchScan stats show that 350 were made, but there are reports that this was for all 3 issues combined reportedly there were 200 Red for Ordeal, 100 Yellow Border for Brotherhood and 50 with a Silver Mylar Border for Vigil.
