The Section NE-2A website describes the QLS as follows:

Once again, Section NE-2A will be hosting a Quality Lodge Summit in 2012. The purpose of the QLS is to prepare the Lodge Leadership to lead their Lodges to Quality Lodge status. The sessions are selected based on previous years Quality Lodge petitions and the expressed needs of the Lodges.

It was held this past month ans two patches were issued. One for participants:
