Half Moon Lodge #28 Prototype? YS1.5

Tom Wadnola sends along an image from a Scout active in the mid -1980’s with what may be a prototype of the Half Moon Lodge S6 issued for their 40th Anniversary in 1986.

Here is the prototype or perhaps a manufacturers sample?

Note the yellow border on this one.  If nothing else, I think it should be listed as the 28YS1.5.
