The 2003 Section NE-3A Conclave was held at Camp Cutler and hosted by Ty-Ohni Lodge #95. The theme for the weekend was Aim for Brotherhood.
There were a number of items issued for the weekend, including a pocket patch:
there was also a version with a gold mylar border.

Ty-Ohni, the host lodge, also issued two flaps for the weekend. A trader flap
and a delegate flap reportedly issued one per lodge member:
Ho-De-No-Sau-Nee Lodge #159 also issued a patch for its members.

It may have been, but since Ty-Ohni #95, the host lodge, issued two flaps for the event, I don’t think that is the case.
If I remember correctly it was for the largest lodge contingent (based on the number of member in each lodge).
I ran the lodge trading post at this conclave. The red border flap was for lodge delegates. A few ended up with more than one since the agreement was that they would all be sold at conclave- basically if a member asked for another one on the last day I sold them one. The gold border patch was given to selected folks by the lodge chief, mostly conclave staff and special guests. It was very difficult to get, not all staff received one. The last of the backpatches just sold from the council store in Rochester sometime during the past few weeks….six years later!! The last of the blue flaps were sold/traded at NOAC in 2006.
